Need to create a tooling assembly with interchangeble parts

Hi,

I need to change from old method of creating the tooling drawings with the new method.

In old method :

We have tooling assembly drawing with few generic dimensions for the assembled parts like "d" for diameter,"H"for height and "L" for length (see the attached image "tooling_drw") and with this drawing we have the "item number list"  with a long list of part numbers and values for the dimension d,H and L.(see the attached image "Item_number_list")

New Method:

Now I need to come up with a new methodology to eliminate generic drawings ( I mean to say drawings with long list of tables for dimensions) so that there is seperate drawing for each part. I have the following restrictions

1. Not to use family table

2. To use realtion between the interchangeable parts so that it is easy to make changes and also to make a copy of it

If any one as a experience in this kind of area then please do suggest me
